I misinterpreted the Windows 10 initial notification. Step 2 said the update file was already successfully downloaded before I started Step 3 (install the update). I have no idea what caused the long delay but after closing the window three times and restarting my PC this time the wait was only less than a minute and after having the system reboot the install proceeded like a normal 'update' for things like a security update. It is now 100% complete (after maybe 15 minuted) with, 'Do not turn off your computer'.
